Here is an idea, how about asking all the absentee landlords to donate, since they're part of the problem. They give the city a bad name and make the good landlords look bad. But what does the government care, letting all the welfare riff raff onto rental properties, with their riff-raff dogs & cats (that they don't even bother to clean after) much less even have a license for.
This whole city stinks of dog piss and poop, all this for that almighty government kick-back rental dollar.
