So, this is just a group of poorly-constructed apartment buildings with the same motif, all of which are very neglected. The laundry is terrible, there's no standards on what goes in recycling versus trash, there's dog excrement everywhere, construction is ongoing everywhere and at any time between 6am and 10pm, 7 days a week, because the buildings are in a constant state of deterioration, to the point where balconies, stairwells, and roofs are often dangerous.
Also, the neighborhood is terrible. Homeless people frequently walk around the area, I've seen police helicopters and SWAT, plus frequent ambulances and fire trucks, and it's common to hear screaming and fighting in the street even on weekdays.
